
Investor ready to develop Copenhagen South
New life is now being breathed into the area around the Copenhagen South transport hub and the Ny Ellebjerg neighborhood.
Since 2022, Metroselskabet has involved local residents, institutions, and businesses and held an architectural competition to develop a comprehensive plan for the area, which has a floor space of 40,000 m2.
The project development group FB Gruppen A/S, together with the contractor Ingcon A/S, has now been selected to realise the plans for the new district, which is located above the underground metro station and close to other forms of public transport. Future residents, employees, and visitors can look forward to direct access to the metro, S-train, regional and national trains, while new shops and opportunities for other activities are being developed in the new urban area.
Copenhagen South City is the best-located urban development area in Copenhagen in terms of public transport and access to the city. I am therefore delighted that FB Gruppen also sees the many qualities and development opportunities in the area that we do. From Copenhagen South, you can travel by Metro, S-train, and other trains that connect the capital with the rest of the country, making it easy and attractive for residents and commuters to get to and from work, school, or home to enjoy the good life in Copenhagen.
The FB Group is responsible for the development
The starting point for the development is a master plan for Copenhagen South City, which envisages a varied and compact development where the mix of housing, shops, and workplaces will create attractive and safe urban spaces that prioritize pedestrians and cyclists.
This station area in particular represents an important and exciting step in the development of Valby and the whole of South Copenhagen. We are delighted that Metroselskabet has chosen us to lead the project, which is a natural extension of the transformation we have carried out together with Ingcon at Grønttorvet over the past few years. As a holistic developer, we are, as always, focused on the mixed city with both private and public housing. We look forward to creating a beautiful building with visionary urban spaces that provide room for recreation in green surroundings with a focus on biodiversity.
Life and security in a new district
The master plan and the politically approved initial report set out the ambition to create architecture inspired by the architectural heritage of Valby's industrial history. The master plan divides the area into three construction zones, with service businesses to be built in construction zone 1 and commercial businesses with the possibility of a hotel in construction zone 2. Construction area 3 will see the construction of a new residential tower, which could become a new landmark for the district and the station.
FB Gruppen is now starting to prepare a local plan for the area in collaboration with Metroselskabet and the City of Copenhagen. The local plan is expected to be submitted for public consultation in the fall of 2026 and will then be subject to final political consideration at the turn of 2026/2027. After that, the final plan will be announced so that the design and subsequent construction phase can begin.

Background on urban development in Copenhagen South City
- In 2016, Metroselskabet I/S's owners, consisting of the Ministry of Transport, the City of Copenhagen, and the Municipality of Frederiksberg, entered into an agreement whereby Metroselskabet I/S would co-finance the additional costs of building the Copenhagen South metro station underground instead of the previously planned elevated railway through urban development of the area. The underground line will make it possible to extend the Metro to Frederiksberg, Hvidovre, or other destinations in the future.
- On December 18, 2018, the Danish Parliament passed an amendment to the City Ring Act No. 1566, tasking Metroselskabet I/S with developing an area adjacent to and above the track area at Copenhagen South. As a basis for the City of Copenhagen's local planning, Metroselskabet I/S was to draw up a master plan for the development of the area.
- In 2022, Metroselskabet I/S held a master plan competition, and the winning proposal was selected in August 2023 by a unanimous assessment committee with participation from
- Metroselskabet I/S, the City of Copenhagen, the Ministry of Transport, and expert judges Lars Jensen, architect and team leader at SLETH (since then city architect in Copenhagen), and Lau Melchiorsen, independent consultant and former partner at Colliers.
- The winning proposal has since been further developed into a final master plan for the development of the area. The final master plan was prepared by a team consisting of Holscher Nordberg and ADEPT with LYTT and Atalia.
- Metroselskabet I/S entered into a partnership with Nordanö in 2023 to find an investor to implement the master plan. Out of several possible candidates, the choice fell on FB Gruppen.
About urban development in Copenhagen South City
- The building rights are based on a total of 40,000 m2 of floor space – distributed across three buildings:
- 13,000 m2, construction area 1, commercial
- 9,000 m2, construction area 2, commercial (possibility of hotel)
- 18,000 m2, construction area 3, public and private housing
- The new transport hub offers ideal opportunities for urban development. Access by public transport will be one of the best in the entire region. This means that workplaces, possibly a hotel, as well as housing and shops can be built, where the CO2 footprint from transport to and from workplaces and homes can be exceptionally low.
- Calculations show that 736,000 people in the active workforce can reach Copenhagen South in less than 45 minutes by public transport. That is approximately 140,000 more than can reach Nordhavn and Carlsberg City, which are number two and three on the list, in the same amount of time.
- Proximity to the metro in a newly developed urban area promotes climate-friendly transport habits from day one. Kraks Fond Byforskning (Kraks Urban Research Foundation) produced a report in 2016 (by researchers from DTU, among others) showing that the establishment of a metro system can have a major impact on car ownership locally – but the further away you move from the metro stations, the lower the impact. The report shows that car ownership around stations can fall by up to 14% when a metro is established.
- Copenhagen South has become a new regional transport hub in the capital, where you can travel by metro, three S-train lines, and regional and national trains. In the long term, there is also the possibility of traveling by international trains to Sweden and Germany.

The master plan and the subsequent initial report for Copenhagen South City contain a number of key elements:
- An exciting, varied, and compact development with safe urban spaces around the clock.
- High priority for cyclists and pedestrians by making the cycle connection through the area the backbone of the new district.
- A simple and flexible development plan with three well-defined building areas that are architecturally coherent across three building sizes.
- Small-scale development in the form of smaller detached pavilions and ground floors with outward-facing functions and space for life and activity, which will complement the three building areas and contribute to variety in the district.
- A strong focus on safe, high-quality urban spaces with city life for both local residents and travelers.
- Few parking spaces for cars due to the project's unique location at a very large public transport hub.
